If I understand correctly, this is the exact dilemma we are also facing in this here rainbow nation, except the ACCC is actually doing their job as opposed to ICASA, the toothless watchdogs.

Not exactly the same problem. The difference being that the LLU still hasn't happened here. In Aus they have to allow other telcos to install equipment at the exchanges but they lied to the competitors and told them there was no capacity at those 7 specific exchanges.
