Axxess 8mbps speed

The Axxess lady,
Good day, it's been 11days now since my call has been logged at Axxess and my line is not syncing on atleast 8mbps. My downloading status shows that my speed is at 5120 kbps it's been at this speed since my upgrade. I dont understand what the problem is, could it be the distance to my exchange that could cause this issue or the exchange does not support that speeds. It doesnt make sence for me to pay for a 8mbps line when I'm getting speeds of a 6mbps line. Can you please assist me with this issue. Thanks.
