Has Axxess access to their own international bandwidth or do they run of other ISP's bandwidth, and if they do who's.

Axxess is just another reseller for IS/SAIX, but you as a user can select an account from Axxess to either run from IS or from SAIX, with SAIX being more expensive.

Also dont forget that with Internet Solutions you'll get good latency's to everyone locally but with Saix you'll get to everyone except Mweb
