Let's say I my ADSL was down, can I still phone Telkom for assistance?

Depends on where you got the line from. If it's from Axxess you have to phone axxess as your contract is with them & not telkom. If you only get the internet portion from axxess then you call axxess for the internet part and telkom for the ADSL Line part.
