Axxess ISP connection erratic

Anyone experiencing erratic connection through put
With Axxess.
I have a 10mb uncapped and stream about 10GB a day. I seem to experience poor connection though put. Although I still sync a 10015 my ISP DL and UL seem to be erratic this weekend 2.9- 7 mb/s DL and 0.48mb/s UL
