Axxess Local only

Was just wondering, how much can you get out of the Axxess local? With Do Braodband 3 for example, you can get 4.5GB out of it. If I was to get say a 3gig Axxess local only, would I be able to get 4.5GB out of that? Or will they cap me on 3GB?
