axxess semi shaped voucher ping problems

I have my telkom account and then my axxess voucher and when i play local games off the axxess account it gives worse pings than my shaped telkom account even after hours why is this? I think my voucher is IS (IP range: 196 210 *** ***), I know you can change it to SAIX but is it still semi shaped then and will this fix it? can i change it to saix via email (and what is it?), i dont really wana phone them.
