Backup water supply

So our area's pipes now have approximately the resilience of a snowflake near a kettle. We've had water interruptions at least once a week for the last month and a half.
It's sort of bearable, but it's getting old now, and it's problematic with having a rented-out cottage on the property.

Therefore, I'm looking at backup water supply options. Municipal pressure is also kinda flaky and unreliable (I get the feeling they're trying to keep it low to preserve the pipes), so it's actually more than just outage-relief I'm looking for, but rather something to manage the supply pressure more consistently.
Has anyone installed something like this in the Randburg area, and if so can you recommend a supplier/installer?
 
If you're gonna do this, may as well setup rain water collection at the same time.
That way you'll at least get some return on investment with a smaller water bill.

Challenge is, I don't want to drink rainwater, #1. You should see what the hadedas do to my roof.
#2, if the municipal tank is kept full, where does the rainwater go? :p
