Ballmer defends Microsoft innovation

What innovation? They tried to sell their vision of tablet which was nothing more than running regular Windows on a touch screen.
Now that Apple has shown them the way they (poorly) copied the idea of designing a UI specifically for touch.

I think the tile interface alone is a streak of innovation on its own. You should be asking Google "what innovation they came up with" as far as their UI is concerned.

Also, the article does mention that MS were some of the first to bring touch to PCs (i.e tablets). Apple only produced a more polished product and marketed it well.
