ok, probably one of the dumbest questions ever asked here...
do i need to pay for a telephone line and then on top of that also for a dsl line, even if i dont want to make any calls?
cant i just lease a dsl line on its own?

This is one of the great travesties of our time, Telkom's insistance that they have to be your voice carrier in addition to the data services which they also supply. Surely this is a form of blackmail? We should all call for greater competition and freedom of choice. I can't afford to have DSL plus a voice account plus a cellphone contract and where does it all end?
After much research, this seems to be the only way out of the double-billing saga and the high surcharge we are paying for internet access.

IN other words, we have to campaign to Dump Voice services and for more control over the line to be put in private hands.

Maybe that's too harsh a phrase, what I mean is we have to demand is an end to carrier pre-select on the local loop. It's exactly the same as having a network locked cellphone, except Telkom don't supply the instrument, just a bloody connection to the backbone.
 
There is no shared local-loop.
What we have belongs to telkom and neotel and a few select others.
Point your fingers at governmint, not teklom.
Take careful note at how Neotel is rolling out infrastructure, exactly the same as teklom.
Shared local loop is a pipe dream that cannot be realised as long as governmint sits back and does nothing about it.

But, they (governmint) can waste 430 million a year at least on providing digital television services to a country that never asked for it, does not need it, and cannot afford it.
