Basic switchboard needed

So our company has 2 incoming analog lines, so we have 2 phones per desk on 6 desks and each phone rings simultaneously at all the desks.

What I'd like to do is implement a simple switching system that will let only 1 phone ring (i.e. secretary's office) and have her transfer the call to whomever. Also, it should allow any of us to answer her phone from our workstation.

It would be lovely if the system could make use of both incoming lines, but if only one works that's acceptable too.

Does anyone know if there are still simple analog packages like this on the market or is everything VoIP now? (I wouldn't mind it, but rewiring is going to be a huge hassle)
