It wont function in SA without a proxy. Its not supposed to be able to work outside of the UK.
If you have the UK app store then your should be able to download it.
Its quite a complicated setup to get your ipad to work through a VPN or proxy but it could work.

You can access the radio channels without a VPN - not sure which / how many - but not the TV.
With a British-based VPN life is cool ...

I had an app once that let you dowload iplayer shows from outside the UK, but that hole got plugged rather quickly.
The "easiest" way is to install the Tor browser, set its vidalia component to use a UK proxy, then use the iplayer web interface. Of course, by tomorrow that proxy will have disappeared and you'll have to do it all again. Tor is best left to people plotting to overthrow governments: they have enough time on their hands.
And so, once again the rightsholders, stuck in their ways, gently point people to utorrent. They're perfectly within their rights, that's why we call them rightsholders. But do they have to be so dumb?
Personally, i would pay for the BBC's documentaries. But I'm talking downloads here, keep your streaming *****. I pay for something, I keep it.
