Bearer switching - 64k SIM

With a 64k SIM, it seems to me (no accurate records kept) that my Novatel card prefers a 3-bar GPRS signal over a 2-bar 3G signal, and will use it before it will use 3G. As a result, I have had to switch back to using a 3G-only profile. How does the bearer get selected? What happens on the card itself, and what happens on the SIM? Is there a way to tell it to use *any* strength 3G signal rather than fall back to the glacial pace of GPRS?

I've not seen any published algorithm on the selection process, but will try and find it.

I personally use the 3G-Only profiles, as I've found that, even with low signal strength, I still get good throughput. Even as low as 1 bar.
