Becoming a Wireless Service Provider

I am sure there must be a thread somewhere in the forum about this ..... I want to start up my own wireless ISP and would generally like to find out as much as i can that i need to know ........ eg legallity ...types of equipment ...which is the best ..and who is the best to ask for help ....LINUX or windows ....all those general questions
