Best Basic Polariser Filter

It's not about the shop, it's about the filter. If you spend hundreds on a crappy CPL that could last you a lifetime now, you're going to end up paying 250% or more in total when you realise that your existing filter has issues that warrant a replacement.

I have a Hoya Pro 1 Digital 58mm CPL that I got from my uncle that, when I first got it, worked fairly well but produced a fair amount of ghosting if non image-forming light hit it from skew angles. It also flares noticably.
On the other hand, I got a Fujiyama DHG CPL (from mycamera) for a 67mm thread, and it's virtually impossible to notice it's on the lens in practical use aside from the fact it reduces the effective light transmission on the lens and does its polarizing magic when the light's right.

I'm looking to purchase a polarising filter for use with my D5100.
However, I don't have any experience in the quality of these products.
Could someone suggest a website or shop to go to, or a specific make to use?
I've looked at the Hoya (http://www.sacamera.co.za/product/1017979/Hoya_Filter_Circular_Polariser_52mm/) and it seems to be a good option. Any advice welcome.

I have the Kenko version of the same filter (same thing, different name) and it's fine. I bought it to control reflections on cars and it serves this purpose well. I haven't used it much though so I can't comment further.
