Ja - for about 0.8 seconds.

It's during/before post, that the fan spins at 90%.

Entering windows it spins at 27%, when it loads explorer, it goes up to 35%.

Pretty nice.

Atleast a 500w I would say

A quality 400W or 450W will do..
depending on how many things you're running in your pc..
