Best Capped ADSL Package for student Residence ?

Hi,

I need to assist the owner of a student residence - 10 students - with an adsl capped package

The present uncapped is used and abused to the point that there is very little service after 14 days every month

He wants to introduce his own "fair usage" cap of 10gig per student

So, which ISP would be best for 100 gig and free nightsurfer included on 4mb line ? (faster not available)
