Best Graphics Card for 3 - 4k

Either of those is about the best value on the market at the moment. As for manufacturer, look at things like benchmark scores, warranty, noise, temperatures etc and choose your favorite. I personally hate noisy cards so I usually go with the Asus DC2 cooler.
 
I'd go for the HD7970 that's on special by Wootware. It's just the better deal, all things considered. Even the HD7950, at R3200 there's pretty much nothing that can touch it for value, especially once you overclock it.

Also, free games. That's always a good deal, especially if they're not Medal of Honor: Warfighter.

That's the one :) reference clocks, custom air cooler, no GHz bios and it's freakin' cheap.

PowerColor is hugely popular with budget buyers in the East and they're a subsidiary of TUL corporation, which works very closely with AMD and makes some very good custom cards. They have been well received all across the world and their comeback is a lot like ASRock. I hope they stay in the international market longer this time round.

I know three people who bought that card and they're all very happy with it.

Its a tough choice between the 7950 and the 660Ti

Both have its pros and cons:

660Ti:

Pros: Supports CUDA and Physx, Less power consumption (150W) compared to the 7950 (250W)

Cons: Bus Width 192Bit compared to the 7950 384Bit, Bandwidth 144000 MB/sec compared to the 7950 264000 MB/sec, Texel Rate 102480 Mtexels/sec compared to the 7950 118400 Mtexels/sec, Pixel Rate 21960 Mpixels/sec compared to the 7950 29600 Mpixels/sec

Every thing points to the 7950 as the better card but I would stick to 660Ti since I have always used a Nvidia card.

Lets put this in prospective...if we had to take the stats of the GTX670, it would beat the 7950

If you are going for the 660 Ti 3GB version I recommend this model,

Bit high there for the 7950... 150W vs 200W according to official TDP specs, and in real testing more like 135 vs 180. Even the B rev of the 7950 is only 225W TDP

Anyway, for performance the two are basically equal. So pick whichever one you can find cheaper

Cool. It'll be great. :)

Be sure to investigate overclockability/undervolting early on...the 7950 have a pretty wide range of outcomes depending on the ASIC score. Its the same board as the 7970s so the consensus seems to be that you can push it pretty hard...temps allowing.
