Best IP and wireless setup for home network

Hi guys,

I've relocated and resetting up the network at home. The two devices are a Billion N73X (handles ADSL, Wifi SSID #1), none of the lan ports are used except to connect a D-Link DIR-850L (handles Wifi SSID #2, 1 desktop PC). Which device should act as the DHCP server, what should their IPs be, etc etc in order to ensure everything places nicely? There's a desktop, Macbook, few Android phones and a Chromecast.
 
Which device are all the other devices going to connect to? Use that one as the DHCP.
EDIT: And let the DHCP sort out the IP ranges etc. Why would you want to change the defaults for a home setup?
 
I prefer billion over dlink so I would make that your primary device

Billion = 192.168.2.253/24 (dhcp 192.168.2.64-192, leave 2-63 for static devices like printers, etc)
Dlink = 192.168.2.252/24

Chromecast = Static (i.e 192.168.2.16/24)
Desktop = DHCP (unless you intend RDP'ing to it... then static)
Macbook, phones = DHCP

for all client devices: gw 192.168.2.253, dns 192.168.2.253

My rule of thumb... if you need to connect to a device... static IP... everything else DHCP

Ed: correct typo with gw + dns IP address

Here's what I went with, and it seems to be working OK

Set Billion to 192.168.0.1 and disabled WIFI, DHCP
Set Dlink to 192.168.0.2 (connected to Billion via cable) and set DHCP to .50 - .100, also dials ADSL through PPPOE
Set each computer/reserved to a static IP of .3 to .10
