Best network for preventative measures against unauthorised SIM Swaps and Porting

Which of the local cellular networks / cellular service providers / MVNOs has the best preventative measures and protections against unauthorised SIM Swaps and/or unauthorised Mobile Number Porting?

I vaguely remember some MyBB 2017 news articles about SIM Swap Fraud and that CellC and MTN were singled out as having the worst to no preventative measures in place.

Best is to go with a bank that doesn't involve SIMs and authentication with each other at all.

I'm guessing a MVNO like FNB will make it harder to do a fraudulent sim swap.

I'm more interested in specific preventative measures implemented (from the end user's point of view) by cellular network operators, or cellular service providers, or MVNOs.

It's not just banks that send OTP SMSes: while Capitec customers' bank accounts are not vulnerable to fraudulent SIM Swaps and/or MNPs, other services still use OTP SMSes and there will be some Capitec customers that use such services (independently of any particular bank).

I'm guessing a MVNO like FNB will make it harder to do a fraudulent sim swap.

That is what I suspect as well but I have never used an FNB Connect SIM and therefore have no way of knowing what preventative measures are implemented.
