Best to make free calls ?

Office 1 : Needs 4 phones
Office 2 - 7 : Needs one in each. ( 5 phones in total)

what is the best service to make free calls between these offices ?
 
Whut?
one location? different locations?
What infrastructure do you have in place?
Do you have pots lines and you want voip?
Do you have adsl?
Do you want a pbx managing all the calls?

You won't get away with free. But you can probably get a solution that requires a once-off payment instead of per minute billing.

But Mad is right...not enough info.

each office is one location. so thats 6 locations.
one location is our head office, where we will need 4 phones, 1 for each department.
our branches, will have one stand alone phone. which only dial to head office (one of the departments)

adsl is available at all these offices.
we dont need pbx to manage it.

i hope that simplifies it :/

Yes that does simplify things. You'll probably want some form of a VOIP server then. Something like http://www.asterisk.org/ plus a handset/headset for each office. I've never set up one of those, but shouldn't be too difficult.
 
Have a look at Switchtel.co.za's Hosted Switchboard - you will be able to transfer calls between branches as if all extensions are in one building and also be able to make calls for free between branches as if they are all in the same building. Their Hosted Switchboard (think it depends which phone you take) also offers 3 way conference calls.
