Best Windows Cron Job Implementation

Hi guys,

I'm pondering the best way to check whether a connection to a particular server, on a particular port is open and recieving instructions.
Looking at Python to implement this or another language but don't want to write a full on Windows Service.

Anyone done something similar or have any ideas/libraries I should look at.
