It is counted towards your usage but not factored into the algorithm they use to determine when you get throttled. Think of it as free traffic that does not have any impact on throttling. It applies to both capped & uncapped accounts. You can easily do over 200GB a month.
I'm amazed that there are still people out there that are not aware of this.
