Billion BiPAC 6404VGP R3 PSTN dial out problem

I exist only in my own mind ...
I cannot get the router to dial the number entered. Dialing through SIP works correctly, but when dialing PSTN number, via PSTN rule (021 15 dial with prefix) or VOIP rule 021x.<@pstn> the number is not sent to the phone line, even although the Line light does come on.

Anyone have this working on a Billion 6404?
