I sent an email yesterday and got this response back:

Your_mail_server_IP_196.25.240.78_is_blacklisted. (in reply to RCPT TO command)


Correct me if I'm wrong but Telkom renew my IP address and randomly assign it each time I restart my router/modem or every 24 hours right? So does this mean that I was temporarily assigned an IP address that someone has abused in the past? Or will all IP addresses from SA solict this response?

No.
 
The "Yes" and "No" is not quite correct. Yes, Telkom assigns you a random IP, but the IP listed is not that of ADSL or dial-up, it is the address of one of the SAIX backbone mail servers.

196.25.240.78 -&gt; ctb-mesg6.saix.net

I'm assuming you use the SAIX SMTP servers?

Also, most RBLs that are worth their salt list ADSL and dial-up ranges as permanently blacklisted.

See http://openrbl.org to check any IP or mail server for "blockage"
