How can I block this number?

I'm getting about 10 calls a day from 076 317 7663 and when I answer it's just background noise.

Vodacom helpdesk says they can't - I must phone the police. Is this true?

What phone are you using? If you are using a Blackberry, you can install a program called "Call Control". It is available in App World. You then enter the number into the blacklist and the program will block the call.

This however can not be done on the network's side. Should you feel threatened, then you should report it to the police. The police will then contact Vodacom Risk department and the subscriber of that line will be warned. It is however better if you have been receiving SMS's of a threatening nature. Back ground noise unfortunately does not qualify as a threatening gesture I think so I doubt if the police will do anything in this matter.

Yes, phone police. While not threatening, it is harassment.
