Block it using the URL filter from your modems advanced config.
 
URL filtering does not work on the https protocol because it is encrypted, and I tried it. The thing is when I ping within the blocked range, it still replies back, so I think its not working correctly?

If you want to block pings you will need to block ICMP to the IP's not TCP, so the pings will keep replying unless you specifically block it.

I want to block the site from access, I tried your solution, but it does not block the site
 
Why not just monitor the traffic and hand out warnings if they browse to the site?
 
create a static dns entry on AD for facebook pointing somewhere
 
Pinging uses a different protocol,TCP and UDP blocking will work regardless of your filtering rule as stated earlier

First off, do you have Active Directory? This is only applicable in a corporate environment, or any network which makes use of Microsoft Server 2003/2008 (and above) and Active Directory

Also, your clients must not be able to change their network settings at all.

AD has been around since Windows 2000

OP doesn't need AD he just needs an internal DNS server.

Nope, let them change their settings, just block outbound DNS requests other than from your DNS server.
 
Thanks guys for all your input. I managed to log the activity and found that I was using the wrong ip range. It is working now :)
