Block number on a network level?

Hello, I was getting spam calls from 0314931479 like 3 times a day. So I blocked it on the Google Dialer app, but now Telkom messages me from 181 telling me I got a missed call from that number. How do I block it on a network level?

Also, how do I report a number? If you search online, this number is reported a lot. Is there a WHOIS for numbers? This number presumably belongs to a Telkom landline customer in Durban. Can't the owner be reported?

Did you ever get rid of the sms from telkom 181?
My spam calls are blocked by truecaller but these sms are worse than the calls lol

I know what you mean, lol. But no, I don't think there's a way, except to just block 181. Thankfully the spam missed calls stopped
