Blocked Ports

Greeting,

I'm trying to connect to an ftp server port 21 from my network but I cant since about a week ago.

I've disabled the windows firewall and uninstalled the anti virus but still no luck.

I've contacted my isp but they say they don't block any ports. I can connect to the ftp server from a different network without a problem.

how can I check what is blocking the connection between windows or the isp?

tcptraceroute, but it only runs on Linux, unfortunately.
