Blocking mobile texting, videos, and photos while driving

So how do you determine if it's the driver or passenger using his phone? As far as I know using a phone in a car is legal. Driving while using it is not.

Yes, this exactly. Seems like someone forgot to refine the ideas that came out of a brainstorm session.
 
Typical Americans with the banhammer! Motivate to develop advanced blocking mechanisims, instead of asking two of the most technologically advanced industries in the world to come up with an integrated hands-free texting solution. With dash/windscreen mounting units for smartphones, vehicle GPS units have been rendered obsolete and hands-free talking already pretty much standard and readily available tech, hands-free texting is the final frontier wrt in-car mobile functionalilty.

That woman shouldn't be driving a car in any case. Look at the revs and the speed? The pedestrians must be deaf not to hear the engine screaming.
 
I stick to reading my Kindle. Sometimes I work on my laptop. Both are thankfully totally legal (because we apparently require a law for each type of device).

A while back - on MythBusters I think - they tested driving ability while using phones. Obviously impaired. But they went further and found that even handsfree devices impair driving as the operator has split his/her concentration between operating the vehicle and maintaining the conversation.

That's not a surprise. I know that even if I'm just talking to someone sitting next to me, my driving is impaired. So I drive a slower when there are people with me in the car talking.

The difference is that passengers see why you are not talking, either from the environment or the body language. There is no problem with conversational gaps which may last a few seconds.
With a phone conversation it is different and that puts pressure on the driver to maintain the conversation as if s/he was not driving.

Then they should ban talking on radio too.
