Blocking Torrents on Home Network or Throttling.

I have a friend who has a student house.
He let's the students in the flats share his ADSL that he has.
All went well last year, but there is a new student who is abusing the internet, meaning his speeds are crap.

What options are there to create something like a proxy in Windows to throttle each student.
Has to be Windows, as he doesn't have a spare PC to use for Linux with IP Cop or something like that.
He wants to use his media center as the proxy.

I've used FreeProxy before, but don't know if you can actually throttle or shape traffic with it.

Any ideas welcome.

Can't. It's his wife's cousin. Doesn't want to start family drama. Think she contributes partially to the ADSL costs, but the initial agreement was that no Bit Torrent or Series/Movies downloading.

How do you share the connection?
Is everyone connecting straight to the router, or going through your PC?

If they go directly through the router, please provide the model/make.

If through your PC, then there might be some software to do the needed.
