Blue form to be completed by buyer

Hi there,

I recently purchased a scooter from private owner. I have the registration certificate, and the yellow form completed by the buyer.

I understand that I need to complete the blue form, Application for Registration and Licensing of Motor Vehicle. There are two options given for the reason to complete this form:
i. Registration of motor vehicle by title holder
ii. Licensing of motor vehicle by owner

Do I have to complete both the sections for both the reasons above? What is the difference between the two?

Any help would be appreciated. Thanks

The title holder is the 'person' who has paid for the vehicle - when it's financed, the title holder is the bank, and you are the owner. When you buy cash, you are both title holder and owner.
