Bluetooth dongle not working in Windows 10

YouTube videos show a CSR 4.0 bluetooth dongle in Windows 10 to be just a plug and play operation but I have a issue to make it even be seen by the pc. Do you think it is because of the latest windows update blocking bluetooth dongles. I can not even find the screen to turn on bluetooth on the pc

The blue led does not even come on when plugged in
