I just got a new mobo (Asrock z97 pro4) and a second hand R9 290x. When I boot up there's no display whether it's connected to onboard or the gpu. As soon as I remove the 8 pin or 6 pin on the gpu the onboard graphics works 100%.Tried booting up with no hard drives just to eliminate a driver problem but still no display. I even tried 2 psu's a seasonic 750w(60 A 12 rail) and a vantec 520w(40A 12 rail).
Full specs
Asrock pro4
2x4gig Corsair vengeance 1600mhz
G1820
R9 290x gb windforce

Previous owner mined up graphics card? Remove the card and see if on board works then.

Try the other pci slot for the card. Make sure it's seated properly. Sounds like the card is faulty if this doesn't help

Also the board words fine if the card is not connected or is connected but not fully powered

I've also just got the pro4 and its a shyte mobo, the date and time were frozen for a while, and still if I lose AC power you press the power button, it flickers on quickly then stays off for a minute or two before proceeding to boot

I'd first try the Graphics cards on another mobo if you or a friend have one lying around, however from what you're describing I think psion is correct, just adding my 2c about the board being utter carp and therefore a possibility

Thanks for the input guys managed to play around in bios and get the pc to boot up with the gpu connected and fully powered . It even picked up the card and I installed the drivers(all this being done while running on onboard). Connected the monitor to the gpu and nothing . Going to try and install it on a friends pc before sending the GPU back.

Sounds like you got a fooked gpu. Is the MB bios up to date?

Don't know never really bother about the bios since the mobo is new but I'll give it a check now.
