I'm contemplating using my laptop for "out of office" communications. Is it possible to purchase a modem that is not locked to an ISP so that I could use the cheapest Pay as you Go option?

Yes you can, Cellucity (www.cellucity.co.za) sells a FLycard Modem for +- R800 which is non network locked, and then you can just use a prepaid sim from your network of choice.

Do you mean software locked. There are workarounds for them, so you can buy the hardware you want and still use it on your own network.
 
Yes, I don't want to enter into any contract to get a modem.
In theory you can go to Game and buy any modem on pre-paid. Some try to prevent use by other networks through the software. There is plenty of advice about getting around that. You don't have to buy an unpopular modem to avoid the hassle.
