I have seen a lot of recommendations to insure with a broker (car) but a major concern is all communications must be through the broker. What happens in an emergency which is usually outside of hours and you can reach them?

Or insurance companies that deal with brokers. Santam, Mutual and Federal, Alexander Forbes and the likes. Most of these companies will allow you direct access to their emergency services when you are a client through a broker. But the broker will deal with the details surrounding claims and the likes. They will however not deal with you directly when it comes to servicing related stuff (Billing, claims and so on)

i called santam directly when i had a billing query ...they helped me

and referred me to my broker for further queries

but yeah emergency cases you can call them direct

Most good insurance companies that deal with brokers will have contact centres that you can call if you need something sorted A-SAP. All of said reputable insurers will have 24/7 claims contact centres. They definitely won't leave you stranded.

Didn't see discovery on there, do they have the same policy?

Yeah, but discovery want you to use a tracking device that monitors your driving habits. Not that I have a problem with that per se, but I have a huge issue with mandatory tracking devices, as I firmly believe they contribute to hi-jackings and vehicle theft.

I use Alexander Forbes directly.
Tried them, contact was difficult to reach and had to check begging for a quote.
