Buiding administrater refusing trustees instruction

Hi all
So today the trustees instructed our building administrator to pass a credit for an overcharge on electricity due to incorrect readings by Reacomp throughout the year.
I was told by the building administrator only she can award the credit and will only do so when I get Reacomp to agree with my findings.Correct me if I am wrong but the building administrator is hired and employed by the body corporate Reacomp are employed by us this seems to be a case of the flea on the tail wagging the dog.
Is there a law which allows or instructs a building administrator to behave like this?
The trustees should be handling this - advise them that the administrator is refusing and if still no resolution log a complaint with CSOS
