Building an Application.

This is an old problem with an old solution.

You need the outside internet to be able to reach certain services inside your private network.
Right now, your configuration is Internet >> Your Router >> NAT Service on your router >> private network inside the house.

Now you have 2 problems :

1. Your router is configured by default to block traffic from the general internet flowing into your private network in the house
2. Your public IP address on the router keeps changing. It isn't static.

Your solution is :

1. Open the ports needed for different services on the router and point them to the private IP of whichever service on the private network you want to hit. To keep it (fairly) secure, only open the ports/port ranges you need. No more.
2. Use dynamic dns to keep the ever changing public IP address static through a URL that you can access. You don't have to write an application to do this. It has already been written. Heres just one example : https://www.noip.com/download?page=win

This is the short answer to your question. Getting this right involves an understanding of networking if you dont want to create bigger problems. The guys above are right. If theres nothing on this network of value and you just want to play with it then do the above.
 
You keep mentioning building an APP, please explain your idea of an APP as I get the feeling a basic excel workbook is your idee of an app
