That's a rather glib statement - I suppose it depends on what the authors mean by 'social pressure'. If that includes the likes of environmental activism or service delivery issues such as currently being experienced in the Free State, then I concede. I believe current government regulation to be driven by much more than that, however, including such things as vested interest, the need to actually be seen to be promoting societal transformation, and so on...
