Would have been better if they sold the assets to Neotel - but I expect this does allow government to exercise control over Neotel and prevent it from simply matching Telkom's prices.

While free enterprise is all very well in transparent, well-developed economies, in SA it often results in profiteering cartels. Look at Banking charges, Motor Vehicle Sales, Cellphone charges etc.

I guess government doesn't want a fixed line cartel to replace Telkom's monopoly. At least, that's what I am hoping...
