Calling a local number that's overseas.

I currently have a friend in the US on holiday and I would like to call their phone. We can sms (choppy) but when I try call, it says service not avalible. Im on Cell C and they're on Vodacom. Is there a way I can call them, country codes or something maybe? And does that fall under Cell C 89c per min billing?

This would be very expensive for them. Rather use skype, even if it means buying some skype credit and calling a landline.

Skype was my first option...until I found out the hotel they are staying at doesn't have WiFi. First World ay?
 
You might not have have international dialing enabled on your line or they have activated SMS Roamer on their line (Vodacom service) that allows you to roam...but only with SMS...voice and data is removed from the line while you are overseas and therefore cannot receive calls.
 
Your friend has to have roaming enabled, and you need to call him with the +27 prefix to his number (it replaces the 0). Usually to call with a "+" you press hash a couple times or hold down 0.

Eg: His Vodacom cell number is: 082 123 4567

You call: +27821234567
 
The cell c or vodacom special for international calling will not apply for calling an SA number while they are roaming as far as I understand it. You will pay the local call rate and your friends will pay a roaming rate for receiving the call. If they have access to a landline or a Skype go the calling card or Skype route!

Nope, no amount of country code(s) will help you get a call through, at least not to his cellphone. You will need to phone him on an alternative number there like a locally connected cellphone or landline.

+1 VERY EXPENSIVE. If the calls are not business related or an emergency, use another method. Maybe the hotel doesn't have Wi-Fi but most places do, free as well. So tell him to go to a coffee shop, hook up Skype/Viber and you're done.
