Camera not charging

I have a Nikon Coolpix S6150. The last time I tried to use it, it wouldn't turn on. When I plug it in to charge it also does nothing. Why won't it charge?

Sounds like a dead battery to me. If you plan on leaving the camera standing for a long while (say, 6 months or so), it is better to remove the battery.

Even better still, charge the battery (new one, of course) to about half capacity, then take it out of the camera before storing the camera long-term.

Do you need a separate charger to charge a new battery?

No. The reason why an old battery can sometimes not be charged is because the deep discharge damaged it. A new (uncharged) battery does not have this problem.
