Can a quote for services be rescinded before it's been accepted?

Yes. No contract exists. Unless expressly provided in a prior contract, when the purchaser offers to purchase (such as sends a PO or places the order) the seller can accept, at which point a valid contract comes into existence.

Thanks - just to clarify the seller can still rescind the quote even after the purchaser accepts it?

If your quote is an offer to sell, and the other party accepts the offer, then a binding cintract instantiates. You must be ad idem in this.
