Can another ISP run an ADSL service

I would like to know why is TELKOM the sole provider for ADSL internet access. Is it possible for another ISP to provide their own ADSL access?
 
In short:

In order for you to use ADSL your modem needs to be directly linked to what is called a DSLAM inside your exchange, which is owned by CountSperm.

Countsperm will NEVER give other ISP's the permission to install DSLAM's inside their exchanges.
 
The ISP I work for is currently running ADSL tests In JHB and CPT. They have an ATM link in both places to DSLAM in telkom exchanges

Telkom is still enforcing the disconnect every 24 hours, and therefore a dynamic IP address, but this address comes out of a pool which exists on our company network.

The quality of service I am getting out of this setup is comparable to having a 512kB diginet line - no capping - no shaping - no bandwidth limit.

The answer therefore is yes, another ISP can run an ADSL service ...
 
I have been ranting on about ADSL being a 'last mile' technology, and that any ISP ought, by law, to be able to site a DSLAM in Telkom's exchanges, as has happened in European countries with deregulated telcom state monopolies. What we have is Telkom bundling Internet services with ADSL, when these two facets are really unrelated. Real ISPs cannot compete, or offer deals and bundles of their own.

I see that the ISP Association has a statement on this matter:

"ISPA believes that ISPs should be able to locate their own DSLAM units at Telkom's exchanges, removing any need to rely on Telkom's IP network to relay the ISP's customer's information and reducing Telkom's anti-competitive cost advantage."

This is the only real fix to the problem.
 
Correct. ANY licensed ISP should be able to co-locate DSLAM kit in exchanges of their choice in order to access last mile circuits offered by the cable provider.

Currently Telkom owns the cable, the exchange, the long haul, the interconnect point etc, pretty much everything. There's the problem.... NO COMPETITION!
