Can I download locally while capped?

Ok, this is my first month using ADSL, and I just have a quick query. Once I am capped, I still get local website browsing ability correct? Just want to know if I am able to download locally while capped (DC++ comes to mind). I suspect not, but its always good to ask :)

Also, I am using Cybersmart, if ISP is a factor in this.
 
StevenC, some good advice. Leave cybersmart unless your a low-usage user, and have 384K dsl.

Cause Cybersmart hardcaps at 3gig precisely, and even deduct data from the next months usage if u go over that cap. Sure they are cheap, but the normal 2gig and 3gig Telkom accounts cost R200 and R250. They work on any linespeed, and telkom's accounts allow usages of 5-8gigs or even more.

So if u only use 2gigs or 3gigs max a month, cybersmart is not for u.

I'm gathering u want to use DC++, or alot of local data. Internet Solutions give lots of local data for nice prices, Openweb is a reseller of IS and Saix. www.openweb.co.za (2gig international+30gig local =R159) *after the 1st inition 2gig international cap, they allow 30gigs local cap too*

So if u want lots of international access go for Telkom 2gig / 3gig accounts (direct not other ISP's), if u want lots of local Openweb and Webafrica resells Internet Solutions aka IS

Hmmm, seems like I made a bad move going for Cybersmart. Basically, was looking for the best price, as I will mainly use it for World of Warcraft, which so far seems to be eating up cap alot faster than what I had anticipated. Was just looking at DC++ for squeezing that little bit extra out of my ISP, but suppose that wont happen :P

Fortunately, Cybersmart work on month to month basis, so might be smart to go with Telkom (never thought I would EVER utter those words lol), but maybe I should wait a bit till Neotel are finally allowed to start bringing their game to the ballpark - get some healthy competition going for some nice prices (or even the rumored no cap <-- yeah right).

Meh, I should have done a bit more research before signing up with Cybersmart (was with Sentech previously, 20 gig softcap <3 - but pretty awful most of the time, 2 year contract ftl). Oh well, live and learn, thanks for advice guys, will look into it :)
 
Best bet is to have a browse at www.openweb.co.za <=== They look after their clients, by making lekker packages to fit the pocket. *Lots of local ftw*
