Can stolen Cellphones be traced ?

Would love clarity - Can a stolen cellphone be traced? I'm talking about a Nokia Asha 306. Has been blocked my network provider etc. Or is it fruitless to even try ?

The providers could trace it if they wanted to, they don't want to be bothered.

Most smartphones and tablets have a find-my-phone function that can be setup (set it up as soon as you get it, before it gets lost or stolen!). That you can track yourself.
