can uncapped local be turned into uncapped International???????

In the good ol' days of uncapped local I used a work proxy for when my intl got capped. Have to be friends with admin though... If local is uncapped, an uncapped proxy at work does the trick just fine... In fact I administered it myself with a simple Privoxy proggy running on my desktop at work. As I said, do not do it without some power in the know though...
 
How can they distinguish between local and international? Will they record this at the main router out of the country?

Telkom argues that they can't differentiate between local and international - surely all countries have specific IP ranges - easy enough to track?
 
You can stand on your head and sing "halaluja" through your a*se, even if you use VPN but the computer directly ( gatewayed ) to the net is "capped", youre STUFFED!!...lol
