Can Vodacom Billing Department Block Content Services on a SIM?
Yes - They can if you specifically request this service.
After reading all the problematic posts on this forum I requested Vodacom to "Block - Content Services" billing of all my SIM's which they successfully did a few months ago resulting in no fear of WASP ie. Mira billing etc. " Prevention is cheaper than the cure"
Thank you VC.
Edit:-
YES this service does exist - In fact I have a Reference Number dated 2013-09-02 in an email confirming "Content Services Blocked" to my lines inclusive of all "Data SIM's". MTN has a simple USSD string that does the same - not sure what it might be. The old story of playing with fire and you will be burnt holds true similar to if you view porn on any site somewhere or time this WASP will Bite you.

Must be a new service as I specifically asked if they could block such services (when I was battling some cell spice thing I had never heard of or seen in my life) on my data lines and they said not possible.

MTN has the option to USSD *141*5# and then select option 2..disable content billing.

Mtn has defaulted this option to "1" allow content billing...they make lots of money taking their slice of the pie!:wtf:
