Sadly not.
I put OpenWRT on my Deco S4s. Two downsides - not for the faint at heart/manual, and you may lose some propriety driver capabilities.

There is a web interface, but I'm not sure if it would work for the initial setup.
Edit: Disregard this, you still need the app to configure almost all settings.
