So we kind of found our almost dream house which is off plan. We'd like to add small touches like a pool for e.g. Can you negotiate on a new development or is the price usually set in stone?

You can always ask but things that needs plans altered etc will cost an arm and a leg.
A pool for example might need to be on plans and the contractor will take his cut whilst sub contracting the job out.

Yeh that makes sense.
The house is almost done and we plan to buy the house as is.
I don't mean to get racial I really don't but my white friends have no issue negotiation rent/purchase price whereas I feel super awkward for some reason (which I have not yet discovered why)

That's nothing. You should see how we treat our parents compared to other cultures. Let's just say that we are acutely aware that it was their and only their decision to have us...
But yes - negotiate. Extend the patio, get the pool installed, get LM grass for the lawn, get a second water point installed for a dishwasher....
